Election of Chairman

Minutes:

The Democratic & Scrutiny Services Officer invited nominations for the election of Chairman of the Aston Flamville Parish Meeting.

The minutes of the meeting held on 22 November 2023, as circulated, were approved as a correct record.

Matters arising from the Minutes

Minutes:

There were no matters to discuss.

4.

Fosse Village - Shaping Our Future

Minutes:

The Chairman advised residents that he had attended a couple of meetings during 2023 where discussions took place around drone surveys being carried out locally. The Chairman of the Fosse Village Shaping our Future meeting resigned in March 2024 which seems to have caused a delay in collecting that drone data.

Blaby District Local Plan

Minutes:

The Chairman advised residents that Blaby District Council are due to publish their Local Plan later in 2024.

 

Cllr. Ben Taylor advised that confidential briefings are currently being held for local Councillors. He advised that there is a large housing requirement.

6.

HNRFI

Minutes:

The Chairman informed residents that the Examiner is due to complete the report by 12 June 2024 and that their recommendations will be considered by the Secretary of State. The Secretary of State will make the final decision on whether to approve or reject the scheme and will take the report into account but does not have to agree with the Examining Authority’s recommendation. The report won’t be published until the final decision is made. When this happens both the report and a letter explaining the Secretary of State’s decision will be published together. A decision is expected by 12 September 2024.

 

Residents raised concerns surrounding local traffic, noise pollution and dust, should to HNRFI be approved.

 

The Chairman advised residents that Tritax have started liaising with parishes including Aston Flamville around community benefit funds.

 

A resident questioned if the development would include solar panels?

 

Cllr. Ben Taylor advised that they have proposed that every warehouse will have solar panels and that Blaby District Council will set any additional conditions if approved.

7.

Local Planning Applications

Minutes:

The Chairman advised that Blaby District Council has approved the Solar Panel farm application on Lychgate Lane but as this also sits within the boundary of Hinckley & Bosworth Borough Council the final decision is yet to be made.

 

Hinckley & Bosworth Borough Council have approved the Jelsons application near Burbage Dance School for 343 new homes.

 

Residents expressed concerns surrounding highways, Cllr. Mike Shirley responded with further information surrounding the issue.

8.

Any Other Business

Minutes:

Cllr. Maggie Wright advised resident that’s Trading Standards have reported an increase in scams from door knocking so advised residents to remain vigilant when answering the door.

 

The Chairman advised that Cllr. Maggie Wright sends regular updates to him via email and that if any residents wish to be added the mailing list to let him know.

 

Cllr. Mike Shirley advised residents that Cllr. Nick Chapman has been elected as Chairman of Blaby District Council following the Annual Council meeting held on Tuesday 21 May 2024. He urged residents to reach out to the new Chairman if residents have any upcoming events that that would like him to attend.

 

One of the residents wished to thank Cllr. Ben Taylor & Cllr. Mike Shirley for the support they have given when they experienced a recent disruption to water supply and local unexpected road closures.

 

Another resident wished to raise concerns surrounding the Fox Connect transport service, they advised they had phoned the company who responded that Aston Flamville is out of the area they service.

 

Cllr. Maggie Wright reassured the resident that she would look into this and speak with Fox Connect.

9.

The date of the next meeting to be arranged in consultation with the Chairman for a date in late 2024.
