Election of Chairman

Minutes:

The Democratic & Scrutiny Services Officer invited nominations for the election of Chairman of the Aston Flamville Parish Meeting.

2.

One minute silence in remembrance of Her Majesty the Queen.

Minutes:

The Chairman, asked attendees to observe a minutes silence in remembrance of Her Majesty Queen Elizabeth II who had sadly passed away on 8 September 2022.

Minutes:

The minutes of the meeting held on 22 September 2021, as circulated, were approved as a correct record.

 

4.

Matters arising from the Minutes

Minutes:

There were no matters to discuss.

5.

Traffic Speed Limits

Minutes:

The Chairman advised residents that there is nothing to update since the previous meeting and that he will be seeking advice on speed limit reductions from Cllr. Mike Shirley.

 

The residents agreed that speed bumps would be a good way to slow vehicles down on Lychgate Lane as well as a speed limit of 50mph being enforced.

 

6.

Fosse Villages Neighbourhood Plan

Minutes:

The Chairman advised residents that the Fosse Villages Neighbourhood Plan was approved by the District Council many years ago however it is now being reviewed which has created some proposed changes.

 

The Chairman advised that none of the proposed changes impact Aston Flamville.

7.

Land West of Stoney Stanton

Minutes:

The Chairman explained to residents that Blaby District Council are in the process of extending their Local Plan to 2036. He advised that Blaby District Council need to have land which can be built on to enable them to reach their housing needs.

 

He also advised residents that Leicester City Council are estimating that they will be unable to meet their housing numbers which means that Blaby District Council will have a higher target.

 

Cllr. Maggie Wright advised residents that Blaby District Council have a 5 year land supply which puts them in a good position to manage higher housing targets.

8.

Hinckley National Rail Freight Interchange

Minutes:

The Chairman advised that a formal public consultation took part earlier this year to allow any comments and concerns to be submitted to the developer.

 

The Chairman advised residents that concerns surrounding noise pollution, light pollution and increased traffic have been submitted to the developer. The consultation closed in April 2022.

 

Cllr. Maggie Wright advised residents that the developers are due to submit their application on 24th October 2022.

9.

Solar Power Farm Planning Application

Minutes:

The Chairman advised residents that Elgin energy have submitted a planning application for a solar power farm for a 40 year period on land north and south of Lychgate lane.

 

The residents had a discussion on the application and felt that they had no objection to this as it would be producing renewable energy however raised concerns about the access point to the potential solar power site.

 

Cllr. Mike Shirley advised residents that the Highways Authority have not yet accepted the application, however the Blaby District Council Planning Department will look at this and create recommendations to the Planning Committee.

 

Cllr Mike Shirley advised residents they can speak at the Planning Committee by contacting the case officer at the District Council.

 

 

10.

Other Planning Applications

Minutes:

Local Waste Recycle Unit Development

 

The Chairman advised residents that a local waste recycle unit has applied to also have a soil integration unit which would enable them do soil sales as well as waste recycling.

 

Residents raised concerns to whether this would produce more traffic locally.

 

Cllr. Mike Shirley advised residents that no lorries would go through Aston Flamville as they will be going through Stoney Stanton to access the site.

 

 

11.

County & District Councillor updates

Minutes:

Cllr. Maggie Wright advised residents that Fox Connect is undertaking a 3 year pilot . This is now open in Broughton Astley and accepts pensioner bus passes.

 

12.

Any Other Business

Minutes:

X55 Bus Service

 

The Chairman advised residents that the X55 bus service that runs routes locally up to Fosse park will close its services on 30th September 2022.

 

The Chairman discussed the new service called Fox Connect with residents and advised that if they wanted to use this service that it would require a booking.

 

Cllr. Maggie Wright understood that some residents that have childen that use the X55 service to get to school may have concerns and explained that County Council are looking at interim services for children to use to get to school.

 

 

Blaby District Council Chairman – Cllr. Iain Hewson

 

The Chairman congratulated Cllr. Iain Hewson on becoming the Chairman of Blaby District Council.
