Election of Chairman

Minutes:

The Democratic & Scrutiny Services Officer invited nominations for the election of Chairman of the Aston Flamville Parish Meeting.

Minutes:

The minutes of the meeting held on 23 October 2024 were approved subject to an amendment to the following:

 

Local Planning Applications

 

Amendment 1

It was agreed that the sentence incorrectly stating that the Outline Planning permission for 134 houses in the field situated net to Coopers Close, Sharnford was “submitted” instead of “approved”.

 

Amendment 2

It was agreed that the sentence “The Chairman gave an update on the 2 new houses that are being built within the conservation area of Aston Flamville”, be amended to say “The Chairman gave an update on a planning application within the conservation area of Aston Flamville.”

Change of local County Councillor

Minutes:

The Chairman announced that Aston Flamville’s County Councillor, Cllr. Maggie Wright is no longer a County Councillor and thanked her for all of her hard work and support over the years. The Chairman advised that the new County Councillor is Cllr. Carl Abbott is the newly elected County Councillor.

Matters arising from the Minutes

Minutes:

HNRFI

Cllr. Ben Taylor updated residents advising that the HNRFI application was recently rejected by the Secretary of State and explained that the time had passed for a Judicial Review to be submitted, however the applicant could potentially submit a new application. Cllr. Ben Taylor expressed thanks to those who submitted responses to the application.

 

Blaby District Local Plan

Cllr. Mike Shirley updated residents advising that he has attended 1 Local Plan meeting so far with more upcoming. The Local Plan is designed to show Blaby District Councils intention on what housing will be built and where. A Local Plan is required to set out a 5-year housing allocation.

 

Fosse Villages Shaping our Future

The Chairman, provided an update advising residents that they are waiting for the next Fosse Villages Shaping Our Future Meeting to be organised.

 

Local Government Reorganisation

Cllr. Ben Taylor explained the differences between the District Proposals and County Council Proposals.

He advised that in May 2026 the government will make a final decision with what proposal they choose to go ahead with.

 

New Local Bus Service

Cllr. Mike Shirley advised residents that a additional bus service will be running along side Fox Connect called LC40 which stops at, Lychgate Lane, Hinckley, Parsons Lane and Aston Flamville.

Planning Applications

Minutes:

20/0621/FUL – Lychgate Lane

 

The Chairman reminded residents that this application was approved in March 2025 and is awaiting more information on the conditions of this application.

 

Cllr. Mike Shirley and Cllr. Ben Taylor advised that once the decision is published all conditions will be able to be viewed alongside the decision notice.

New Leader at Blaby District Council

The Chairman congratulated Cllr. Ben Taylor into his new position as Leader of Blaby District Council.

 

Fosse Highcross Ward Monthly Report

Cllr. Mike Shirley advised residents that a monthly report is circulated via email if they wish to be added to the circulation list.
