Election of Chairman Minutes: The Chairman Mr M Burchall confirmed by telephone at the meeting that he would be willing to continue as Chairman to the Parish Meeting if there were no other nominations.
All of the parishioners present agreed that Mr Burchall should continue to be Chairman of the Leicester Forest West Parish meeting. |

Matters arising from the Minutes Minutes: A47 Car Boot
At the last Parish Meeting held 31 May 2012, it was agreed by the operator of the car boot sale that arrangements would be made for a steward to be on the site before 11.00am to direct the traffic leaving the site.
A Parishioner reported that since the meeting held on 31 May 2012 a steward had not been present on the site before 11.00am to direct the traffic.
Councillor M Wright stated that she would talk to the operator in respect of this matter.
Since the meeting held on 22 April 2013, the Clerk had written to the operator of the site in respect of stewarding of the Car Boot site.
The operator of the site has responded as follows:
“I can confirm that we have been trialing the method of a steward directing traffic between 11.00am and 12noon from the site on to the public highway over a number of Sundays throughout May/June and have concluded that this is not in the best interest of motorists for the following reason.
Drivers exiting any access will naturally stop look left and right and then move off onto the highway, we found that by placing a steward at our access/exit to direct traffic on to the public highway took away the normal natural built in safety ability we all have as drivers, and placed it solely on our steward or stewards. We also found that many drivers would rely on our stewards instructions and would not stop to look left or right, if we use stewards at the exit point, I believe we would create a far more dangerous situation than at the present.
I understand that over the 5 years that we have held a car boot sale off Desford Road, Thurlaston, there has been a small amount of minor incidents whereas a driver has pulled out onto the highway without regard to other motorists, however there has never been a collision, albeit a few sharp words.
I take road safety very seriously, I place signage at each junction locally so that motorists are aware of our presence, I also place clear signage 200 metres and at 50 metres on approach to the access point requesting reduced speeds.
I have stood with my stewards on Desford Road and experienced exactly what I have explained above.
Planning permission was granted in June 2009 and does not require me to place traffic stewards or wardens on the public highway, I now understand that this would require special permission from County Highways Department. The access to the car boot site was constructed in guidance and to the standard of County Highways and Blaby District Planning Department. I have also spoken to local police who confirm that there has been no incidents in the last 5 years of our operation.

Any Other Business Minutes: Fosse Villages
Councillor M Wright updated the meeting on the Fosse Villages Neighbourhood Development Plans.
At the meeting of the Council held on 21 February 2013 the application by the Fosse Villages Neighbourhood Plan Group for Designation as a Neighbourhood Area was approved.
Councillor M Wright also spoke about the Steering Group, which aimed to identify topics and issues that could be explored and developed during the creation of the Neighbourhood Plan. More information in respect of the Fosse Villages Neighbourhood Plan could be found on the Leicestershire Forums Blaby South Website.

Rose Paddock, Hinckley Road, Kirby Muxloe
A parishioner asked whether Rose Paddock had been granted planning permission for 3 years, and if that was the case had the permission now expired.
The Clerk to the meeting confirmed that she would look into it to see if there had been a full planning consent.
Since the meeting it had been confirmed that on 27 August 2009 full planning permission had been granted.
Water Leak – Peckleton Lane, Desford
A parishioner reported that there had been water leaking onto the main road near the industrial estate on Peckleton Lane, which created a hazard particularly in winter when the water became frozen.
The Clerk to the meeting confirmed that she would report the water leak to Leicestershire County Council Highways Department.
