Election of Chairman

The Clerk to the meeting invited nominations for the election of Chairman for the Potters Marston Parish Meeting.

Speeding Traffic

 

Residents again raised their concerns regarding speeding traffic and requested if a device to monitor speeds and the amount of traffic could be made available.

 

Cllr David Freer and County Cllr Ernie White contributed to this item.

 

The Clerk confirmed that she would email County Highways in respect of this matter.

 

Since the meeting  a response had been received from the Senior Technician – Traffic Management, Traffic Safety and Safety Group – Leicestershire County Council and the response is as follows:

 

“The current funding situation means that there is significantly less money available to Leicestershire County Council to deal with minor road schemes. These limited resources are only used on schemes if they support the objectives of the Local Transport Plan (LTP3).A single, evidence based, assessment system has been developed to address the following priority areas: improving road safety, supporting the economy and population growth, encouraging active and sustainable travel and improving the accessibility of the transport system.

 

The main factors considered include speed related injury accidents and the speeds recorded. I am also aware that dragons teeth have been installed near to the village name plates to provide advance warning to motorists that they are entering a residential area.

 

The County Council has no legal powers to take enforcement action against drivers who exceed the speed limit. Therefore we recommend that you report all issues relating to speeding traffic to the Leicestershire Police; who are the only authority who can take action against  motorist who drive above the speed limit or in a dangerous way to other road users.

 

A Speed Complaint form, which can be completed and returned to Leicestershire Police Force HQ was included in the response and has been forwarded to George Holt, the Chairman of the Potters Marston Parish Meeting.

 

The Senior Technician also said in the response that he would speak to the Police to ask their views and to see if a speed survey has previously been completed”.

Possible Strategic Interchange Development

 

Residents and Councillors discussed the possibility of a Strategic Rail Interchange Development which would include opening up the south bound access at Junction 2 of the M69, creating a rail freight interchange on the Leicester – Birmingham Line between Burbage Common and Elmesthorpe and effectively creating a huge distribution centre between the M69Jcn2 to Sapcote/Stoney Stanton.

 

The proposal would have to go via the National Infrastructure Directorate of the Planning Inspectorate (ie Westminster) and would be a lengthy process and any plans could not be submitted without prior consultation.
