Matters arising from the Minutes Minutes: Hinckley National Rail Freight Interchange (HNRFI)
Cllr. Maggie Wright gave an update on the timeline for the Hinckley National Rail Freight Interchange and reminded residents of the upcoming deadline to register as an Interested Party by completing the Relevant Representation form on the PINS website by Friday 23 June 2023. She explained that becoming an Interested Party would permit residents to submit more detailed comments and be invited to hearings later in the process.
Cllr. Maggie Wright then outlined further milestones in the HNRFI timeline, including the opening of Preliminary meetings on 23rd August 2023, the final deadline in February 2024, and the decision by the Secretary of State in August 2024.
Cllr. Maggie Wright explained that Blaby District Council has submitted its own Relevant Representation in response to the Rail Freight, which outlines the key areas of concern that the Council has at this stage. She also outlined the representation made by Leicestershire County Council in relation to the HNRFI’s negative impacts on Highways & Transport, Strategic Planning Policy, Public Health, Net Zero and Sustainability, Socio-Economics, Ecology, and Flood Risk & Drainage.

Any Other Business Minutes: Fosse Villages Growth and Development Forum
Cllr. Maggie Wright updated residents on the Fosse Villages Growth and Development Forum, which was set up through the UK Shared Prosperity Fund (UKSPF) through to 2025. She explained that, with a large amount of developments and proposals in the area, the forum was set up so that the Fosse villages could collaborate and determine their future.
The suggested work programme for the forum was set to include:
· Croft Quarry New Dig · Croft Quarry Restoration · Exogen battery farm in Thurlaston · Solar Farm in Aston Flamville · Land West of Stoney Stanton · HNRFI
Residents discussed the impacts of the above applications and raised concerns about the urbanisation of the local area. Cllr. Maggie Wright also gave a quick overview of Blaby District Council’s financial situation.
District Councillor Update
Cllr. Neil Wright introduced himself as the newly elected Councillor for the Fosse Stoney Cove Ward along with Cllr. Luke Cousin who sent his apologies for the meeting.
Cllr. Neil Wright informed residents of the monthly report that he and Cllr. Luke Cousin intend to produce each month as a summary of their Councillor activities and any other areas of interest. Cllr. Neil Wright encouraged residents to contact him with any issues they are facing.
