Election of Chairman

Minutes:

The Democracy Support Officer invited nominations for the election of Chairman of the Wigston Parva Parish Meeting.

The minutes of the meeting held on 6th September 2022, as circulated, were approved as a correct record.

Matters arising from the Minutes

Minutes:

Fosse Villages Shaping Our Future

 

Residents discussed the Fosse Villages Growth and Development Forum, which was set up so that the Fosse villages could work together and respond to proposals in the area.

 

The suggested work programme for the forum was set to include:

 

·         Croft Quarry New Dig

 

·         Croft Quarry Restoration

 

·         Exogen battery farm in Thurlaston

 

·         Solar Farm in Aston Flamville

 

·         Land West of Stoney Stanton

 

·         HNRFI

 

Hinckley National Rail Freight Interchange

 

The Chairman, Richard Masterson, updated residents on the Hinckley Rail Freight and informed residents that a copy of the HNRFI timeline had been displayed on the noticeboard.

 

The Chairman gave an update on the position statement made by Blaby District Council and informed residents that he had registered as an Interested Party on behalf of Wigston Parva by completing the Relevant Representation form on the PINS website.

District Councillor Update

Minutes:

Cllr. Mike Shirley and Cllr. Ben Taylor introduced themselves and advised that a report would be published at the end of each month detailing their Councillor activities over the past month and the agenda for the upcoming month.

 

Village Green

 

Cllr. Mike Shirley updated residents on Blaby District Council’s response about whether residents are insured to hold events on the village green. He informed residents that Blaby District Council, not Wigston Parva, holds responsibility over the village green and that Blaby District Council must give permission for events to be held on the green. He also confirmed that, if an event is permitted, insurance would be needed.

 

GMB Strike Action

 

Cllr. Mike Shirley and Cllr. Ben Taylor updated residents on the current situation with GMB strike action. Cllr. Ben Taylor informed residents that there would be minimal disruption to waste collection services.

 

Fly Tipping

 

Cllr. Ben Taylor gave an update on Blaby District Council’s efforts to reduce fly tipping with the help of the Police and Crime Commissioner.

 

County Councillor Update

 

Cllr. Maggie Wright summarised County Council’s response to HNRFI and updated residents on County Council’s financial situation and its future impacts.

Any Other Business

Events on the Village Green

 

Residents agreed that when events are held on the Village Green to benefit the village or the Church, a clear notice should be displayed on the village noticeboard as common courtesy to all residents.

 

Signage issue

 

Residents discussed what can be done to prevent accidents and raised the issue of the blind bends upon entering the village, as well as the increasing number of delivery drivers entering the village at high speeds. Residents suggested that extra or improved signage could reduce the number of accidents, such as a sign stating ‘children playing.’

 

Cllr. Maggie Wright commented that current Highways Policy does not permit extra signs to be bought, but that existing signs can be updated. Therefore, the current sign could be updated to state ‘children playing.’
