Election of Chairman

Minutes:

The Senior Democratic Services & Scrutiny Officer invited nominations from the Parish Remuneration Panel Members for the election of Chairman of the Parish Remuneration Panel.

Introduction to the work and scope of the Independent Remuneration Panel

Minutes:

An introduction to the work and scope of the Independent Remuneration Panel was provided by the Elections and Governance Manager and Senior Democratic Services and Scrutiny Officer.

Introduction to the budget and finance at Blaby District Council

The Remuneration Panel will receive a brief summary from the Finance Group Manager at the meeting.

The Panel last convened in 2015, where it made its first set of recommendations to Parishes. A request was received from Glenfield Parish Council, and since the Panel had last met in 2015, it was considered appropriate for the Panel to meet consider any recommendations. 

 

The Blaby District Council’s Constitution requires that this Council receive the report and refer it to the Parish and Town Council’s in the District.

 

All Parish/Town Councils were consulted for their current Scheme of Allowances, and the Panel considered the responses which were attached to the agenda at Appendix A. The Panel also considered the advice provided by the National Association of Local Councils (NALC).

 

The Panel requested the following additional information to enable it to makes its final recommendations:

 

1.    Number of Councillors per parish/town council

2.    Latest population figures

3.    the number of residents per councillor

4.    Recommendations of other Parish Remuneration Panels

 

It was agreed to adjourn this meeting until the 7October when the Panel would be able to meet again to consider this new information.
