Chairman's Report

Minutes:

HNRFI

 

The Chairman reported that the Aston Flamville Parish Meeting is working in co – operation with Sapcote, Sharnford, Stoney Stanton, Croft, Thurlaston, Huncote, Wigston Parva, Burbage and Earl Shilton Parishes in order to fight against the HNRFI development.

 

The developer DB Symmetry, now called Tritax Symmetry, has carried out two informal consultations with local residents and was due to carry out a Formal Consultation in November/December 2019, although this date seems to be slipping into the New Year.

 

Following feedback from the consultation the developer can refine his plans and if he wishes to proceed he must submit his proposals to Govt.Planning Inspectorate and request a Development Consent Order for his proposals. It is anticipated that this submission will be around June 2020, but the timescale is entirely in the hands of the developer, up until the formal submission.

 

From the point of submission the timescales are controlled by the Examiner appointed by the Planning Inspectorate and the full process can be seen at

At this point the developer will be instructed to publish timescales during which individuals or groups can apply to make representations to the Examiner and the Examiner also requests that the local authorities ( in this case Blaby District Council and Hinckley and Bosworth Borough Council) submit Local Impact Reports. Based on a June 2020 submission these activities will take place around August/September 2020, after which the Examiner will call a Preliminary Meeting and publish draft timescales for the Examination which is likely to start in 2021.

The Chairman spoke in great depth on this matter and answered questions from Residents, Councillors also contributed to this item and answered questions.

 

A leaflet produced by Sapcote Parish Council entitled Sapcote Parish Council  is fighting to stop the Hinckley National Rail Freight Interchange – We need your help.

 

This leaflet was circulated at the meeting and contained a substantial amount of useful information.

 

Fosse Villages Neighbourhood Plan

 

The Chairman explained that the Independent Examiner of the submitted plan has still not published his comments, which are 2/3 months overdue. Once the comments are received and responded to, Blaby District Council will be able to control the completion of the process which will now slip into the New Year.

 

Cllr Sheila Scott provided further information on this matter.

 

Blaby District Plan

 

Blaby DC have commenced  the process to extend the Local Plan’s horizon to the late 2030’s. The consultation on “Issues and Options” closed on 30th September. My major concern is Blaby DC’s support of Leicester & Leicestershire Strategic Growth Plan which commits the Council to build 17,560 houses in the period 2031 – 50 against a notional need of 6,859, making Blaby District, in my opinion, the  City of Leicester overspill area. 15,500 of the 17,560 will be targeted for “Strategic Sites” and all the warning lights are flashing that Junction 2 of the M69 and surrounding area will become one of the “Strategic Sites”.

 

The Chairman, Residents and Councillors debated this issue and provided information.

 

Cllr Sheila Scott advised the meeting that over 100 replies had been received to BDC consultation on “Local Plan” “Issues and Options”. The next consultation will be early next year.

 

Leicestershire County Council-Potential Strategic Development Area – M69 Junction 2

 

The LCC Cabinet Meeting, held on 13th September 2019 decided that;

 

Decision:

 

a)    That the Council’s land situated to the west of Stoney Stanton submitted to the Call for Sites Consultation (identified on the plan appended to the report) be promoted as part of the proposed Strategic Development Area (SDA) for inclusion in the future Blaby District Local Plan;

b)    That the Director of Corporate Resources

 

1.     enter into discussions with other landowners to access the best way to

achieve delivery of the SDA and in particular the land assembly that will be required to support this as set out in paragraphs 30 -36 of the report;

     

2.     in collaboration with the Director of Environment and Transport and the Chief Executive, formulate an approach for the Council to promote and deliver the proposed SDA taking into account of the resources this will require and balanced against existing and future planned growth projects and demands on the Council’s resources;

 

c)     That a further report be submitted to the Cabinet on 22 November 2019 detailing the outcome of the work undertaken in (b) above and recommending a proposed approach to development of the SDA.

 

Our local County Councillor, Maggie Wright, was not consulted by LCC prior to the Cabinet Meeting, and has expressed her strong feelings to the Cabinet not only on the proposals but also the manner in which this proposal has emerged, without consultation.

 

Village Matters

 

a)    Residents in Aston Lane requested that the “Aston Flamville” village name sign be moved from its current location near the (M69 bridge) to the point where Aston Lane starts, which is the Parish boundary of Aston Flamville. A request has been made to LCC Highways Authority, and a formal response is awaited.

 

AOB – Volunteer litter collection- Cllr Iain Hewson said that he will find out about the provision of high visibility vests and rubbish sacks for the volunteers and also whether BDC are responsible for the location of signs, and he will contact the Chairman with his response.

 

b)    The “Harvest Festival” collection for the Hinckley Foodbank resulted in food with a notional value (Foodbank weighs the donation and values it at £1.75kg) of £153.80 which was delivered to the Foodbank on 8th October.

 

The Aston Flamville Christmas Fair will be held in St Peter’s Church on Saturday 16 November 2019.
